Farm Bill Conservation Programs and the FY06 Department of Defense Appropriations Act

· The FY06 Department of Defense (DoD) Appropriations Act provides an additional $900 million for farm bill conservation programs.

· The Secretary of Agriculture is directed to increase enrollment in conservation programs including but not limited to the Conservation Reserve Program, the Wetlands Reserve Program, the Conservation Security Program, the Grassland Reserve Program, and the Environmental Quality Incentives Program.

· If revenue amounts from the Digital Transition and Public Safety Fund are in excess of $12 billion, then these amounts would be available for conservation programs.

· The agriculture title of the budget reconciliation package reduces farm bill conservation programs by $934 million over five years. The extra funding from the DoD appropriations bill will help recoup much of that reduction.

· This additional funding will allow the Senate Agriculture Committee to be able to meet the great demand for conservation programs and help even more farmers and ranchers address environmental issues as part of the 2007 farm bill.

· Farmers and ranchers are responsible stewards of their land. Additional funding will help them meet current challenges and ensure the productivity of their land for future generations.
